    This is nothing short of total vindication of fiscal reforms that conservative republicans have been asking for in a democratically controled legislature for years. When the 2% cap was signed by the governor it was on the condition that the Assembly and Senate would soon pass pension and healthcare reforms, what happened to those reforms Speaker Oliver, Senator Sweeny???? It is your fault that our towns and cities are again facing tough choices between essential serice and personnel cuts.
