    I was nearly apoplectic when I heard Reverend Reginald Jackson ask how the state can claim that 99.97% of our teachers are highly qualified when (in his words) “47% of new teachers couldn’t pass the state Praxis” (minute marker approx. 21:45). Here in the state of New Jersey, our new teachers cannot even earn a Certificate of Eligibility (the document which permits them to look for their first teaching job) without first passing the Praxis test. If 47% of Praxis test takers did not pass the test, then the test is serving its purpose by weeding out people who are not qualified to teach that subject. Those test takers did not become certified teachers! We should be glad the system is working so well and that the teachers we do have are, in fact, so highly qualified.
