DCA Commissioner Grifa Testifies on Service Sharing Partnerships

DCA Commissioner Lori Grifa told the Assembly Environment Committee one obstacle to forming service sharing partnerships is that 194 towns are part of the civil service system and 372 are not so their rules for hiring and firing don’t mesh.  Senate President Steve Sweeney says civil service rules need to be streamlined and modernized but that a town shouldn’t be able to opt completely out of a system that protects municipal workers from arbitrary political leaders.
