Lawmakers Overhaul State’s Contract Arbitration System

No deal. Assembly democrats fail to muster votes in caucus to pass an arbitration reform bill the leadership had agreed to. Last week Speaker Sheila Oliver, Senate President Stephen Sweeney and Budget Committee Chairman Lou Greenwald publicly announced that a deal had been reached for an arbitration reform bill. It did not include a 2 percent cap on awards favored by the Governor.  Insiders say Democratic lawmakers from Essex County stood up and opposed the Speaker in caucus.
